No. Restarting takes it to 0%, and 0% is objectively further from finished than 99%. There is a button for it anyway, because there always is, and pressing it is its own kind of research.
Is there actually a game?
There is a chart. It has numbers that go up and down, an audience shouting at it, and no way to pause. Functionally it is a game with worse graphics and no boss fight.
What is the utility?
